Vehicle Ownership Program (VOP)

Empowering Your Journey to Affordable Vehicle Ownership

Express Credit Union’s Vehicle Ownership Program (VOP) is a matched savings initiative designed to help individuals in the Puget Sound region purchase a new or used vehicle with fair, affordable financing.

Why VOP?

Buying your first car—or any car—can be tough, especially when taxes and fees push the total cost beyond reach. For example, a $28,857 vehicle can come with over $3,000 in taxes and fees alone.

This increases the total purchase amount, which in turn increases the amount you need to borrow and the size of your monthly payment. Without significant savings or a credit history, many people turn to dealer-sponsored loans with predatory interest rates, or they find that their payment is higher than expected due to the larger loan amount.

VOP bridges this gap by helping members save and offering matched funds to reduce the amount you need to finance, making your monthly payments more manageable.

Second Counseling Session (at the time of financing or right before)

To receive the match and finalize the program, you will meet with the financial counselor before receiving the match.

  • Complete a second financial health check.
  • Ensure everything is ready for the loan. If financing at Express, the purchase order and everything else must be good to go.
  • The $6,000 will either appear as a down payment on the dealership's side and on the purchase order.
  • Alternatively, if not input as a down payment, the final loan would be for $6,000 less than the final purchase price. One check for the full amount needed to purchase the car will be given to you or the dealer.

Match Release

Sign the final loan documents. This could be on the same day as the final counseling session or after.

You will receive matched funds at the time of the loan closing.

Frequently Asked Questions

What is the Vehicle Ownership Program (VOP)?

VOP is a matched savings program to help individuals afford a vehicle by saving for a down payment and receiving matched funds. The purpose is to lower the amount needed for financing, in turn lowering monthly payments.

This is not an Individual Development Account (IDA); it is a secondary savings account that will earn .12% APY, like our standard share savings account at ECU.

Who can participate?

Funds for program are limited and is a first come first serve program giving Express CU member priority for the first month until funds for matching runs out.

How much can I receive in matched savings?

You can receive either:

  • $1,000 (1:1 match) for a $2,000 down payment
  • $5,000 (1:5 match, if the loan is through Express CU) for a $6,000 down payment

How long do I have to save?

Up to 8 months depending on when you enroll. You must save for at least 3 months.

  • Enrolled in December, 8 months to save
  • Enrolled in January, 7 months to save
  • Enrolled in February, 6 months to save

When will the program end?

The overall VOP program is funded through a grant and will end in 2026. This is a one time program and will end when grant funds are gone.

What do I need to do to get the match?

  • Save $1,000
  • Complete two financial counseling sessions
  • For 1:5 match: Get pre-approved and finance loan through Express CU
  • Be a member of Express CU

Can I withdraw my savings before reaching my goal?

Yes, but only with assistance from a member service representative due to account restrictions.

What happens if I don’t reach my savings goal?

If enrolled participants have not started saving by June 2026, they may be removed from the program and replaced by someone from the waitlist. Communication with your financial counselor is essential.

How do I enroll in VOP?

Complete this intake form*.

Select Vehicle Ownership Program as referral source in the interest/intake form.

Applicants who show interest, schedule their one-on-one VOP session, and open the VOP savings account are prioritized on a first-come, first-served basis.

Upon completing the intake form, our team will reach out to coordinate the next steps.

Enrollment will be from December 2025 to February 2026 or until the program is full. Upon reaching capacity or maxing out our matched savings funds, we will keep a waitlist.

We suggest that people complete the one-on-one VOP session even if they are on the waitlist, so it's completed in case they can participate.

How do I apply for the loan, and what are the requirements to get an auto loan with Express CU?

At the time of the one-on-one VOP session, the financial counselor can help complete the application and go over the requirements.

Applicants can also apply for an auto loan online, in person, or over the phone.

We have a minimum 550 credit score and 90 days of employment.

We review your credit score, credit history, and capacity to repay to determine loan eligibility.

Program is subject to close as soon as all matched funds are accounted for and Express CU may not be able to send notice to all when this happens. After that time new participants will be added to the wait list.
